Designing for a mobile market

Several significant issues affect the design process in the new mobile learning (m-learning) world: constantly changing PDA devices, uncertainties surrounding the type(s) of content that could work, the complexities of learner support resources, and, of course, the costs for m-learning production. Given these variables, how can instructional design principles apply to a moving target? Moreover, how can learner and content provider expectations for a satisfying and, ultimately, successful learning experience be met?
